Wendy Liffers, J.D., M.A., is the NCCIH Executive Officer and Deputy Ethics Counselor. She serves as the principal advisor to the Director, Deputy Director and the Center’s senior staff on all phases of administrative policy and procedures involved in operating the Institute. In this role, she oversees the business management functions of the Center including financial management, human resource management, management analysis, information technology and support, acquisitions management, ethics, and general administrative support such as space and facilities management, internal controls, travel services and property accountability.
Prior to joining NCCIH in March 2012, Ms. Liffers was the Associate Director for Management and Operations in the NIH Office of the Director, Office of Management.
Ms. Liffers began her career in 1985 as NIH’s first Presidential Management Intern. She then moved to senior leadership positions that have varied from legislative analysis, policy integration, and strategic, science and program planning, first at the National Institute of Allergy and Infectious Diseases and later at the National Institute of Dental and Craniofacial Research.
Liffers received her undergraduate science degree from Rutgers University, her master’s degree in international affairs from the American University’s School of International Service, and her law degree from that university’s Washington College of Law.
Ms. Liffers’ many diverse accomplishments have been recognized with numerous awards including the NIH Director’s Awards and two NIH Merit Awards.
