Request for Input on NIH Draft Policy for Data Management and Sharing

To promote effective and efficient data management and sharing and further the commitment to making research results available to the public, the National Institutes of Health (NIH) has published a new Draft Policy for Data Management and Sharing and supplemental draft guidance and is currently seeking public comments on the document.
The Draft Policy continues NIH’s history of making the products of Federally funded research available to the public.

As you may know, NIH publicly announced its intent to encourage broad data sharing in 2015, with the release of the NIH Plan for Increasing Access to Scientific Publications and Digital Scientific Data From NIH Funded Scientific Research, and further stakeholder input was sought via the 2017 NIH Request for Information: Strategies for NIH Data Management, Sharing, and Citation (NOT-OD-17-015). NIH shared its initial proposed policy provisions for a future draft data management and sharing policy in 2018 through its Request for Information on Proposed Provisions for a Draft Data Management and Sharing Policy for NIH Funded or Supported Research (NOT-OD-19-014).

Over the last year, NIH has incorporated many suggestions submitted for the new policy. Stakeholders should note, however, that the draft policy is not a finished product, and it is very important to review and provide comments. NIH is interested in feedback on the following:

  • DRAFT NIH Policy for Data Management and Sharing
  • Supplemental DRAFT Guidance: Allowable Costs for Data Management and Sharing
  • Supplemental DRAFT Guidance: Elements of a NIH Data Management and Sharing Plan

To facilitate public comments, NIH has established a web portal to provide input easily and securely. Responses must be submitted no later than January 10, 2020 to be considered. NIH is looking forward to comments about the draft policy and supplemental draft guidance, and we encourage you to broadly share its availability and the NIH request for comments. With help from our stakeholder community, NIH can ensure that the draft policy maximizes the substantial benefits of data management and sharing while minimizing the burden to the research community.
